Yes it is. All you have to do is meet the requirements for a red weapon, I'm sure you know them, but just to get 'em in one spot right now here they are (in case any new people are looking into making a red weapon)
4.3 - Red Weapons hide
4.3.1 - Red melee weapons are long hacking and smashing weapons intended to be used primarily with two hands.
4.3.2 - A swung weapon (sword, axe, mace, glaive, halberd, etc.), 48 inches or longer is considered a red weapon when swung with two hands
4.3.3 - A red weapon used with one hand counts as a blue weapon for damage
4.3.4 - Red weapons may have green stabbing tips.
4.3.5 - Red weapons go through armor on the first hit when used two-handed
4.3.6 - All Red weapons when used two-handed can destroy a shield with two solid blows from their legal striking surface (e.g., a solid hit from the haft of a glaive would not count). Blows which are mostly blocked by another weapon and light or glancing hits to a shield do not count as “shield breaking” hits. The fighter wielding the shield judges if the blows are solid “shield-breaking” red hits; however, the physical size of the fighter delivering the blows must always be considered; i.e., a “solid” hit from a smaller, lighter person will generally feel “lighter” than one from a more massive fighter.
4.3.7 - Red weapons must weigh at least 24 ounces and balance above the top of the hand-grip.

red clubs are among the easiest reds to make and wield. basically just wrap blue foam around your core until you have your desired thickness. they sometimes hit a bit harder but if you add in a wrapped layer of open cell foam it is a bit squishier

One of the really thick pool noodles actually would be better than the blue foam if you are goign to do the blue foam don't wrap it tightly just keep it loose so it doesn't take the squishieness out. If you think it's still hard with just the barrel throw "flanges" of foam on by just taping lines down the top to bottom of the striking surface!

flanges are the sex, and not in terms of what Cy is talking about. in general they make for a softer hitting weapon without sacrificing speed if its done right

my 2 clubs are just wrapping the foam, no flanges, and they're a bit on the harder hitting side i think.

strange, the mace I made for Izad is primarily super 77 and duct tape just for some extra flange support, and I don't think it hits hard, pvc core?

yeah, 3/4" pvc. the black one has pool noodle wrapped in blue foam, and the brown one that failed was opencell foam around the core and wrapped in blue
